Student Health and Wellness at UC Santa Cruz is seeking to fill the Director of Counseling and Psychological Services position. This position reports to the Associate Vice Chancellor for Student Health and Wellness (SHW) and leads a dynamic team of licensed staff and clinical trainees who respond to the diverse mental health needs of our campus community. DEPARTMENT OVERVIEW

UCSC Counseling and Psychological Services (CAPS) strives to create a caring and supportive environment to assist students in improving their physical and emotional well-being to aid in their academic success. We welcome staff with interest and experience in working with students with a wide range of ethnic, cultural, and gender identities. The CAPS Director is supported by a leadership team that includes a Senior Associate Director, Associate Directors, and Coordinators. The professional counseling staff is a combination of licensed Psychologists and Psychotherapists with positions focused on specializations such as Multicultural; Graduate; African, Black Caribbean; Latinx, Chicanx, Immigrant; Trauma, Mobile Crisis and Generalist focus. A total of 22 professional staff, 4 of whom are clinical managers make up our team. Additional counseling services are provided by a team of 4 Clinical Trainees and 3 Doctoral Interns from our American Psychological System (APA) accredited internship program. The CAPS Front Office is managed by an Administrative Supervisor who manages a team of 3 reception staff.

We are a full-service medical facility offering clinical, educational, and psychological services to diverse students on the UC Santa Cruz campus. We are deeply committed to ensuring affordable, well-integrated, multidisciplinary healthcare that effectively supports the university's diverse campus communities, through equitable access and culturally competent, high-quality programs and services. Comprising a variety of Clinical Services, including Counseling and Psychological Services (CAPS), Laboratory, and X-ray, SHW also has an onsite retail pharmacy, offering both prescriptive pharmaceuticals and over-the-counter products. Other departments include Student Health Outreach and Promotion (SHOP); CARE (Campus Advocacy, Resources, and Education) the advocacy and prevention education office that supports survivors of sexual assault, stalking, and dating/domestic violence; and Student Insurance Programs. The Division of Student Affairs and Success (DSAS), consists of nearly 250 team members spanning 21 departments and 3 major units, each led by an associate vice chancellor. Our division provides campus-wide coordination and leadership for student success programs, activities, and initiatives. We also do our work through a range of resource centers dedicated to providing direct student support. Our work is grounded in educational equity, institutional responsibility, and an unfettered commitment to supporting the whole student. Our efforts are informed by robust and dynamic relationships with campus leadership, faculty, students, and staff from across the campus, reflecting the broad campus commitment to ensuring student success. JOB SUMMARY

The Director of Counseling and Psychological Services is a transformational leader who cultivates and curates services and programs that center equity. Reporting directly to the AVC for Student Health and Wellness (SHW) and chief well-being officer, the Director is responsible for the administration, planning, and evaluation of campus counseling services, including training and supervision of the professional and administrative staff. It is the responsibility of the Director to establish and maintain programs that provide high-quality counseling and psychological services, including consultation and treatment, crisis intervention, prevention and outreach and community consultation for the full range of psychosocial and psychiatric problems ranging from developmental difficulties to acute psychotic disorders. 

In the setting of unprecedented demand for college mental health services across the country, the Director of Counseling and Psychological Services (CAPS) will join UCSC Health and Wellness at a time of great excitement, opportunity and challenge as the team continues to hone an integrated mental health model designed to best meet the needs of students today and tomorrow. With an emphasis on access, meeting students where they are and with a population/public health approach, the Director of CAPS will lead a large, multi-disciplinary and dedicated team through this advancement, contributing to the vision and providing strong leadership.

The Director will provide direct leadership and programmatic oversight for all administration, budgets, services and staff within CAPS. The position plays a key role in strengthening linkages between CAPS, other departments in Student Affairs and Success and the larger campus community through the coordination of services and activities in support of holistic mental health of UCSC students. The Director of CAPS interfaces with senior administration and faculty and collaborates and liaises with other internal and external partners including students, student groups, parents, university departments and community agencies as a way to bridge the various dimensions of mental health inside and outside of the classroom. The Director of CAPS also plays a pivotal role in ensuring critical incident follow-up for students and parents. Through a mature and supportive approach, the individual engenders trust, fosters a collegial environment and brings out the best in students and colleagues. The Director of CAPS must have an acute awareness of the importance of culture, race, gender identity, religion and disability status and how they and other dimensions of diversity intersect to impact mental health. They will rely on their own cultural humility and work closely with the CAPS staff to ensure support for an increasingly diverse student population.

JOB DUTIES

55% - Management and Leadership
  • Responsible for the general management of Counseling and Psychological Services (CAPS), including supervising subordinate Associate Directors, a multidisciplinary staff of mental health professionals, and administrative staff.
  • Responsible for the development and maintenance of CAPS programs and services, including counseling, outreach, and consultation.
  • Develops and maintains policies and procedures for CAPS consistent with Student Health and Wellness (SHW) mission, policies, and procedures.
  • Manages and stewards the CAPS budget of over 5 million dollars.
  • Evaluates the quality, utilization, effectiveness, outcomes, and impact of programs and services and takes appropriate actions.
  • Ensures CAPS compliance with legal, ethical, and professional standards, and adherence to state and federal regulations.
  • Responsible for maintaining accreditation by the International Association of College Services (IACS).
  • Serves as a member of the Student Health and Wellness (SHW) Management Team, responsible for shared leadership and decision-making, and representing CAPS in collaboration with the other clinical, administrative, and health promotion departments of SHW, including short- and long-term planning.
  • Consults with various UCSC staff and faculty regarding the psychosocial, developmental, and mental health needs of students.
  • In coordination with the AVC for Student Health and Wellness, leads campus-wide student well-being initiatives.
  • Represents the interests of CAPS within SHW, to the Division of Student Affairs and Success, campus units, and system-wide.
  • Participates in the UC Student Mental Health Advisory Committee.
  • Represents campus with the Organization of California Counseling Center Directors in Higher Education.
  • Maintains collaborative relationships with mental health professionals in the community, and with appropriate professional and community organizations.

30% - Crisis Management and Community Psychology/Outreach
  • Initiates, develops and coordinates campus wide efforts for student crisis response.
  • Works collaboratively with the University Police Department with crisis cases needing law enforcement involvement; coordinates involuntary hospitalizations.
  • Available to respond to significant campus emergencies during off hours.
  • Provides brief individual and group counseling or psychotherapy consultation sessions with students.
  • Consults with CAPS and Student Health Center clinical staff regarding individual cases as a professional resource.
  • Develops and implements programs that address primary and secondary prevention of mental health issues in the campus community.
  • Coordinates collaborative efforts with other campus units that provide campus outreach and co- curricular activities to students.
  • Directs the UCSC Campus Mobile Crisis Team (CMCT).
  • Participates as a member of UCSC Behavioral Intervention Team

15% - Supervision
  • Provides clinical leadership and supervision for the CAPS professional clinical and administrative staff; facilitates collaboration of professional staff to ensure integrated services.
  • Responsible for oversight of professional staff scheduling and clinical recordkeeping and data collection including electronic clinical record systems.
  • Initiates and oversees new staff hiring, and supervises and reviews the job performance of the professional and administrative staff.
  • Exercises leadership in providing opportunities for continuing education for the professional staff, particularly in the area of multicultural competence, as well as training and development for the administrative staff.

 

REQUIRED QUALIFICATIONS
  • Valid CA licensure in good standing in Psychology or Valid out of state licensure in good standing, in Psychology
  • Doctorate in Clinical/Counseling Psychology
  • Doctorate from an APA Accredited Proqram
  • Demonstrated track record of progressively responsible, administrative and management experience in an ambulatory college counseling center
  • Advanced skills in successfully directing behavioral health programs including strategic planning, fiscal management and integrating programs and functions
  • Demonstrated ability to provide leadership and direct the progress of a multidisciplinary mental health service, including the management of programs, staffing, facilities, administration, operations and budget oversight involvement
  • The ability to encourage others towards common and individual goals and to motivate others to follow them
  • Advanced ability to effectively lead subordinate managers and supervisors to achieve objectives and model professional standards
  • Demonstrated ability to develop and implement innovative and comprehensive Counseling and Psychological Services programs including program evaluation and assessment
  • Demonstrated experience in providing brief therapy to a college going population
  • Demonstrated experience in providing clinical supervision and consultation to a diverse team of multidisciplinary mental health providers
  • Demonstrated knowledge, understanding, and proven track record of leading initiatives related to diversity, inclusion, and equity issues in the delivery of psychological services
  • Demonstrated expertise in crisis management, crisis intervention and case management
  • Ability to work collaboratively and provide leadership within a multidisciplinary setting including health, counseling, psychiatry, prevention, and other professionals
  • Demonstrated high level of verbal, electronic, and written communication skills, including public speaking
  • Excellent interpersonal skills to foster collaborative decision making and communication across multiple units and disciplines
  • Demonstrated experience working with staff in promoting multicultural competencies in providing clinical services, outreach services and programs to a diverse university community (e.g., ethnic and cultural diversity, socioeconomic, religious, sexual orientation, and gender)
  • Demonstrated knowledge of, commitment to and experience working with members of African, Black & Caribbean; Asian, Asian American & Pacific Islander; Chicanx/Latinx; Native/Indigenous; South West Asian & North African; Disabled/Neuro Diverse; Trans & Non-Binary; Queer; Undocumented and other historically marginalized or underrepresented communities
  • Demonstrated experience employing practices/praxis grounded in intersectional approaches and understandings of identity and knowledge of and insight about different religious traditions that intersect with many of the identities and communities listed above
  • Demonstrated knowledge of the dynamics of privilege, oppression, and intersectionality, and how these impact equity and access, and the lived experiences of diverse students
  • In depth knowledge of applicable federal, state and local laws, rules and regulations
  • Ability to apply policy knowledge to improve workflow and protocols

 

PREFERRED QUALIFICATIONS
  • Experience in the role of Director of a college counseling program

 

SPECIAL CONDITIONS OF EMPLOYMENT
  • Valid CA licensure in good standing in Psychology or Valid out of state licensure in good standing, in Psychology.
  • Selected candidate will be required to successfully complete both a pre-hire criminal history background check and a pre-hire credentialing check prior to formal offer of employment. 
  • Must possess CPR/First Aid/AED certification or have the ability to obtain it within 60-calendar days of hire.
  • Ability to work long periods of time at a computer with or without accommodation.
  • The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs, and be able to fulfill requirements of the UCSC telecommuting agreement.
  • Ability to work occasional evenings and weekends as directed.
